UK crime reporter arrested in corruption inquiry (AP)

LONDON ? Scotland Yard has arrested former News of the World crime editor Lucy Panton as part of the investigation into police corruption, a former employee and British media reported Thursday.

Police declined to confirm the report, saying only that a 37-year-old female journalist was arrested in Surrey, a county south of London, shortly before dawn. Authorities in Britain rarely name suspects until they have been charged.

Several U.K. media outlets named the journalist as Panton. A former News of the World employee also told The Associated Press that Panton was the person arrested, speaking anonymously because he still works in the media industry.

The phone hacking scandal in Britain has forced media mogul Rupert Murdoch to close the tabloid and prompted the arrests of more than a dozen former reporters. Several senior Murdoch lieutenants have been forced to resign because of the scandal.

Panton served as the News of the World's crime editor. A report in the Guardian newspaper earlier this year identified her as being married to a Scotland Yard detective.

Panton had high-level contact with the Metropolitan Police; a list of meetings made public earlier this year notes that then-Assistant Commissioner John Yates met Panton and her then-boss, News of the World editor Colin Myler, for dinner in November 2009.

That was only a few months after Yates had decided not to reopen the police investigation into allegations of systematic phone hacking at the paper. Yates was one of two top Scotland Yard officers to quit over his failure to tackle the scandal.

Myler, whose career as editor also was cut short by the scandal, on Thursday told a wide-ranging inquiry into media ethics that he had no reason to believe that phone hacking went beyond a single rogue when he took over at the paper in 2007.

But he told the inquiry that by 2008 he had changed his mind, citing an incriminating email uncovered during a lawsuit which suggested that others were involved in the practice.

That drew questions from inquiry lawyer Robert Jay, who asked why Myler was still suggesting to Press Complaints Committee in 2009 that only one rogue reporter was to blame for phone hacking.

When inquiry lawyer Robert Jay gently asked whether "it might be said that you didn't give them quite a full and frank answer. Can I suggest that?" Myler dodged the question, saying instead that he had "no reason not to give them a full and frank answer."

Myler wasn't pressed on the inconsistency, or on other apparent contradictions.

For example, Myler assured the inquiry that he and his team would "make sure that pictures were taken properly, not in breach of the (Britain's media) code."

But he wasn't quizzed about one of the most notorious incidents of his career, in which, as editor of the Sunday Mirror in 1993, he published hidden camera pictures of Princess Diana working out at a private gym.

The inquiry is charged with clearing the rot from Britain's scandal-tarred media industry, but the relaxed approach of the inquiry's cross-examination is facing criticism.

"It's a bit like being slapped around with a wet fish," said Mark Stephens, a media lawyer and consultant, who has worked for the AP in the past.

The inquiry, led by Lord Justice Brian Leveson, could recommend wide-ranging changes to Britain's media industry.

ESPN, NCAA extend deal through 2023-24 (Reuters)

NEW YORK (TheWrap.com) ? ESPN and the NCAA have extended their TV rights deal through 2023-24, giving the network worldwide multi-media rights to 24 NCAA championships for various sports and exclusive international rights for men's basketball's "March Madness" tournament.

The new deal, which takes effect immediately, includes more than 600 hours of live telecasts across myriad ESPN platforms, from its flagship network to ESPN 3 to ESPN Deportes.

ABC News has reported that the deal is worth $500 million.

As it has before, ESPN will have exclusive coverage of the National Collegiate Athletic Association women's basketball championship and "broad" rights to the Division I football championship, and both the men's and women's College World Series.

To reach the total of 24 championships, ESPN has added seven more sports -- women's gymnastics, men's and women's fencing, Division I women's lacrosse, Division I men's and women's outdoor track, and women's bowling.

"We have enjoyed a great relationship with the NCAA that has spanned the history of ESPN," George Bodenheimer, president, ESPN and ABC Sports, and Co-Chairman, Disney Media Networks, said in a statement. "This is our most comprehensive agreement yet and ensures sports fans will have access to top-level NCAA athletics across ESPN networks and platforms."

The NCAA helped put ESPN on the map back in the 1980s with its coverage of men's college basketball. While domestic coverage of March Madness remains a joint venture between CBS and Turner with the Final Four airing on CBS, ESPN has the exclusive international rights. It also provides comprehensive coverage of the National Invitational Tournament, the second-tier year-end championship.

ESPN has "exclusive final round coverage" of everything from Division I soccer to wrestling to lacrosse. It will also air more early round coverage in several sports.

Russia scrambles to save some 100 trapped whales (AP)

MOSCOW ? Russian agencies are scrambling to some 100 beluga whales ? an endangered species ? that are trapped among large chunks of polar ice floating in the frigid Bering Sea.

Russia's nature protection watchdog says there is a chance that the whales might perish. Authorities say the ice is 10-15 centimeters (4-6 inches) thick and is preventing the whales from reaching the open sea where they can swim freely.

Russia's Ministry of Natural Resources and Ecology said Thursday that it has asked the Transportation Ministry for help and that an inter-departmental group is working on how to save the whales.

The International Union for Conservation of Nature listed the beluga whale as an endangered species in 2008.

Ivory Coast's Gbagbo appears before ICC (Reuters)

AMSTERDAM (Reuters) ? Former Ivory Coast president Laurent Gbagbo appeared at the International Criminal Court on Monday to face charges of crimes against humanity, the first former head of state expected to be tried by the court since its inception in 2002.

Gbagbo, 66, was arrested and flown from Ivory Coast to the Netherlands last week, and held since then at a detention centre in The Hague, under the same roof as a "who's who" of the world's genocide and war crimes suspects.

The court had charged Gbagbo with individual criminal responsibility on four counts of crimes against humanity: murder, rape and other forms of sexual violence, persecution, and other inhuman acts.

About 3,000 people were killed and more than a million displaced in a four-month civil war in Ivory Coast after Gbagbo refused to cede power to Alassane Ouattara in a 2010 election.

Results certified by the United Nations showed Ouattara won the election by a near 8-point margin, but his rival refused to concede and cracked down on suspected Ouattara supporters.

Dressed in a dark suit, white shirt and dark blue tie, looking rested and in good health, Gbagbo confirmed his identity and date of birth and told the world's top war crimes court that conditions at the detention centre where he has been held were "fine."

COMPLAINTS

In an initial court appearance that lasted less than half an hour, Gbagbo spent most of his time describing the conditions under which he had been kept in Ivory Coast and his arrest and transfer to The Hague.

He said that while under house arrest in Ivory Coast, he had

been provided with a bed, a mosquito net, a shower, and two meals a day, but could not see the sun and only knew what the weather was outside from the sound of raindrops on the roof.

He complained about his physical ailments, saying, "I am no longer a young person ... I am 66 years old, my shoulder hurts, my wrists hurt." He said that he had been given x-rays and medication on arrival in The Hague.

ICC and Ivory Coast authorities kept Gbagbo's arrest and transfer to The Hague secret as long as possible in case it was derailed or sparked unrest, issuing an arrest warrant which was sealed until the last minute.

Gbagbo said he had been told he was going to meet a magistrate in Ivory Coast, so he was surprised when the arrest warrant was produced, adding that he only had a pair of trousers and shirt with him at the time.

He was taken by helicopter from remote Korhogo in northern Ivory Coast on November 29, where he had been under house arrest since his capture, and put on a plane to Rotterdam where he arrived the next day.

A convoy of police vans then drove Gbagbo to the Scheveningen detention centre in a leafy suburb of The Hague that is shared by those on trial or awaiting trial at the various tribunals.

Former Bosnian Serb military leader Ratko Mladic, nicknamed "the Butcher of Bosnia," moved in earlier this year, joining his one-time political partner, Radovan Karadzic.

From Africa, inmates include Charles Taylor, the former Liberian president charged with committing murder, rape and sexual slavery as he sought control of Sierra Leone's diamond mines or "blood diamonds," and Thomas Lubanga, the Congo warlord charged with recruiting child soldiers.

TELEVISED APPEARANCE

A member of Gbagbo's defense team in The Hague said that several busloads of supporters from Paris would attend the court hearing, but in the event, only a couple of dozen supporters were seen by Reuters.

"Up until today the ICC was considered a beacon of hope for a corrupt and violent Africa, but we're losing confidence now Gbagbo is captured," one of the supporters told Reuters.

However Gbagbo's appearance at The Hague was televised in Ivory Coast's main city, Abidjan, scene of some of the war's worst fighting, eliciting some mixed feelings among residents.

"I was stunned to see Gbagbo on television this afternoon, answering the judge's questions like a normal man. It has only been a matter of months since he was our president and he was feared and respected," said Simplice Dali, 31, a computer programmer.

"It was a shame to see him like that, accused in front of judges who have no idea how things work in Africa. The chief is sacred, even if he is no longer leader."

But others expressed satisfaction that Gbagbo would face the international war crimes court.

"Justice is being done. I am delighted to see Gbagbo in the hands of the court," said businessman Bakary Kone, 41.

"We want this to serve as a lesson for anyone else trying to do what he did ... Gbagbo should be judged for what he did because of all the suffering we endured, but it is also necessary for the FRCI (pro-Ouattara fighters) to be judged too because they killed our families, even after the war was done."

The ICC prosecutor said last week that his investigation is continuing and that Gbagbo is likely to be joined by other high-level suspects from both sides of the conflict.

Luis Moreno-Ocampo also said that he had evidence that the violence in the Ivory Coast was planned, and "widespread and systematic attacks against civilians perceived as supporting the other candidate were the result of a deliberate policy."

The court set Gbagbo's confirmation of charges hearing, where the prosecutor must show there is enough evidence to go to trial, for June, 18, 2012.

I posted the video below as I found its message quite appealing, given the censure being heaped on bankers and financiers. However, I found the solution offered to the hypothesis of ?money as debt? somewhat optimistic, for in whatever form money is regulated, politicians will attempt to manipulate the supply of money to service their own political agenda. I have always eschewed the conspiracy theorists, Illuminati, Bilderberg, Freemasons, et al, but perhaps what is most surprising about conspiracy theories, is their popularity. There is a wide, if somewhat sceptical, acceptance of the possibility of a conspiracy, balanced by a na?ve belief that somehow protection from such conspiracies is inherent in a democracy.

Well: while I may not be a conspiracy theorist, I am certainly a collusion theorist and faced with the paradox that one, or both, of those colluding, may also be conspiring. Certainly Paul Gringon?s video ?Money as Debt? reinforces the fact that Governments have always colluded with financiers, especially when they are they are bankrolling the government. I am pessimistic about any change in this arrangement. I find Paul Grignon?s theories on money somewhat trite, even though I agree with Grignon saying that the money doesn?t exist to meet the debt level. In saying this Grignon omits the notion of ?cash flow? and ignores the effects of inflation on debt. Grignon seems to be moving towards a barter system as shown in this interview. This would appears to be a step backwards in the monetary system, which must eventually lead back to money as we now have it; controlled by a central government. Perhaps Grignon should have stopped while he was ahead at the following video:Money as Debt.

Nevertheless: there is some vindication for my views on ?collusion? and Grignon?s views on money as debt in the formation of the Eurozone. Here an artificial currency was created, which could be seen as taking Grignon?s solution of ?personal credits?, to its greatest conclusion. That is: of National Governments issuing ?personal credits? on behalf of the nation in the form of Government Bonds or Gilts. This led me to post The Trojan B?rse. I am drawn to the Austrian School of Economics , which explains why I am drawn to this critique of Grignon. But we should be grateful to Grignon for drawing our attention money and the seriousness of the problem. Unfortunately it takes a financial crisis to awaken this interest. At which point, all hope of reforming the financial system is lost. When governments collude with financiers and economists to solve the problems caused by the crisis, we are grateful when they do so. Once the economy returns to a stable money supply, any interest in Grignon and his views moves to the fringe.

There is however one thing remaining and that is the debt and who is in debt to whom. A while ago I recall that someone looked into world indebtedness and facetiously drew the conclusion that The Earth must be in debt to the rest of The Universe. This was because every country in the world had an external debt load (barring about three). Obviously the earth is not in debt to someone else in the universe ? unless you are a conspiracy theorist ? but it is true that there is a global indebtedness. What really matters, is not the debt, but the ability to pay off the debt with the interest that the debt accrues and the consequences of any inability to do this. This ability to repay, or not repay, is related to the debt of a nation and its GDP, which in terms of debt repayment is a ?cash flow? issue.

In terms of GDP we now find a world that is mostly in debt, but in debt to whom? In the simplest terms: Governments are in debt to their taxpayers. It is the taxpayer who eventually must bear the burden of this debt. And would that it were that simple! We have effectively, what may be called direct and indirect tax contributors. Direct taxpayers contribute to the government?s budget without being paid by government to do so. This is called the private sector: except that it isn?t all private. If the ability to pay taxes in the private sector is accrued from government contracts ? paid for by the government (taxpayer) ? then it could actually be adding to the debt. Just like the public sector, where all tax contributions are paid for by the government ? in effect the government paying itself. I know that the division between the public and private sector is not this simple, but that leads us to another story which would inevitably include Government Bonds and the printing of money.
