Senate has no place in 21st century Canada

We?ve nearly been trampled in recent days by a veritable herd of Canadian academics, falling over one another to remind us that the Canadian Senate cannot be abolished.

After all, they tell us, the Senate?s existence is guaranteed by the Constitution, only Parliament and the provincial legislatures can amend the Constitution and Parliament includes 102 senators who would never vote themselves out of a job. To make matters worse, five of the 10 provinces are so vastly over-represented in the Senate, they would never, in a million years, agree to get rid of it.

This learned analysis, while technically correct, fails to adequately weigh one singular truth: Canada is a democracy.

If Canadians vote in a national referendum to abolish the Senate, the academics will be proven wrong.

We now live in the 21st century, as opposed to the U.S. Civil War era, when the Senate was created.

It was the U.S. Civil War, to that point, that heavily influenced the Fathers of Confederation, most notably Sir. John A. Macdonald.

?(Macdonald) shared a widely held belief that the Civil War was, in some sense, the inevitable bloody outcome of mob rule and presidential despotism,? wrote his biographer Donald Creighton.

?Macdonald?s resistance to democracy was comprehensive,? echoes Richard Gwyn in his more recent study of Canada?s constitutional architect. ?He advocated ?some division of the classes,? justifying limiting the vote to property owners by the argument that political decisions should be influenced by the views of those with some education and some stake in the system itself rather than by ?the unreasoning masses.??

Macdonald made it clear on more than one occasion that his distaste for American-style democracy knew no bounds. He insisted that a prospective senator must own real estate to qualify for membership ? a qualification that exists, inexplicably, to this day.

And Macdonald insisted on substantial real estate holdings ? $4,000 ? the equivalent of hundreds of thousands of today?s dollars: ?a large qualification should be necessary for membership in the Upper House, in order to represent the principle of property,? he said in 1865. ?The rights of the minority must be protected, and the rich are always fewer in number than the poor.?

Historian John Boyko?s new book, Blood and Daring, gives a flavour of Canada in the 1860s, when the Senate was created. Boyko reminds us that while 33 Canadian newspapers supported Lincoln and the Union in the conflict, 84 sided with the slave-owning Confederacy. After one Confederate victory in 1862, townsfolk in New Brunswick celebrated by holding parades.

Time has marched on. Slavery is dead, its death purchased with the lives of half a million Americans. Canadian attitudes toward slavery have changed as well.

Yet, we still sit passively and watch, while a law passed by a majority in the House of Commons is denied passage by the Canadian Senate, an unelected assembly of landowners. The Senate vote, constitutionally permissible in the eyes of the Senate?s Civil War-era creators, has been correctly characterized as ?an abomination.?

It?s instructive that the architect of the recent abomination, Conservative Senator Hugh Segal, supports a national referendum on abolishing the Senate. So did Jack Layton, who called the Senate ?outdated and obsolete, a 19th-century institution that has no place in a modern democracy in the 21st century.?

Saskatchewan Premier Brad Wall, no old drinking buddy of Jack Layton, would just as soon skip the referendum and proceed directly to Senate abolition, reflecting the views of 86 per cent of his party members.

Tom Mulcair, inheritor of the Layton legacy, is actively campaigning for Senate abolition. Even Ted Morton, once an Alberta elected Senator-in-waiting, is getting ready to throw in the towel on the Senate (as a possible first step towards reform) ? after nearly 30 years dedicated to the cause of reforming the wretched bordello of back-scratching.

The Senate is a disgrace to Canada. The Senate doesn?t make our nation better, it makes it worse. An unelected assembly of landowners has no legitimate right to rule over the rest of us, no matter what the Constitution says. The Senate is a constitutional institution, to be sure. But then, so was slavery in the U.S. and the slave trade in Britain, in the 19th century.

If Canadians, in a national referendum, direct our politicians to get rid of the Senate, then politicians would be well advised to listen to the voters.

Apple's Low-Cost iPhone Is Going To Be Called ... - Business Insider

Over the weekend, a photo leaked of a bunch of cases for the "iPhone 5C," which is supposedly the name of Apple's low-cost iPhone.?

We don't know if those cases are real or not, but we feel certain the name is real.

After the photos leaked, we heard from a source that the name is going to be "iPhone 5C".

Our source doesn't work at Apple, but is connected to someone inside the company who confirmed the name. So, this is second hand, but we feel confident after talking to our source that it's accurate.?

Our source expects the iPhone 5C to launch along with the iPhone 5S, and says the leaks of colorful plastic iPhones are spot-on for what it will look like.

The C is supposed to stand for color. Unfortunately, since this is going to be a low-cost iPhone, most people will mock the C as standing for "cheap."

The reality is that the iPhone 5C might not be all that cheap, though. Our source didn't have details on pricing, but most reports suggest it's going to be $350 or more, which would make it a mid-tier phone instead of a cheap phone.?

China labor watchdog accuses Apple supplier of worker abuse

A labor rights group Monday accused a Chinese company that makes iPhones for Apple Inc. of abuses including withholding employees' pay and excessive working hours.

China Labor Watch said it found violations of the law and of Apple's pledges about working conditions at factories operated by Pegatron Corp., a Taiwanese company.

Conditions in Chinese factories that produce iPhones and other popular Apple products have been under scrutiny following complaints about labor and environmental violations by a different supplier, Taiwan's Foxconn, a unit of Hon Hai Precision Industry Co.

Apple said in a statement it was "committed to providing safe and fair working conditions" and would investigate the claims about Pegatron. The Taiwanese company's chief executive, in a separate statement, also promised to investigate.

China Labor Watch said its investigation covered two factories in Shanghai and one in Suzhou, a nearby city, that employ a total of 70,000 people. It found violations including discrimination against ethnic minorities and women, excessive work hours, poor living conditions, health and safety problems and pollution.

Pegatron assembles products including the iPhone 4, iPhone 4s and iPhone 5 for Apple, according to the report.

Apple said it confirmed one accusation by China Labor Watch ? that identity cards of some workers were being held by management ? and told Pegatron to stop.

Apple has published a code of conduct for its suppliers and joined the Fair Labor Association, a worker rights monitoring group. The association inspected Foxconn factories early last year and said in August that improvements it recommended were being carried out ahead of schedule.

Conditions in factories in China are a sensitive issue for foreign companies that outsource production of shoes, consumer electronics and other goods to local contractors.

In its report Monday, China Labor Watch said the majority of Pegatron production employees worked 66 to 69 hours a week, far above China's legal limit of 49 hours. It said pregnant women sometimes were required to work 11-hour days, more than the eight-hour legal limit, and employees were pressured to falsify time cards to conceal the violations.

The group accused Pegatron of "discriminatory hiring practices" including refusing to hire those older than 35 or members of China's Hui, Tibetan, or Uighur ethnic minorities.

The group said production line workers sometimes dump water laced with hazardous chemicals from cutting tools into sewers.

Apple, based in Cupertino, California, said it would send auditors to three Pegatron facilities this week to investigate the report's claims.

The company said it has conducted 15 comprehensive audits of Pegatron facilities since 2007, including surprise audits in the past 18 months. It said the audits covered more than 130,000 employees.

"Apple is committed to providing safe and fair working conditions throughout our supply chain," the company statement said. "If our audits find that workers have been underpaid or denied compensation for any time they've worked, we will require that Pegatron reimburse them in full."

The company said its own audit found Pegatron employees making Apple products worked 46 hours per week on average.

Pegatron, founded in 2008, also manufactures desktop and notebook personal computers, LCD televisions, broadband and wireless systems and other products.

"We take these allegations very seriously," said Pegatron CEO Jason Cheng in a statement. "We will investigate them fully and take immediate actions to correct any violations to Chinese labor laws and our own code of conduct."

A group of 15 Portuguese language teachers in the United States has completed an intensive professional development program at the University of the Azores, in Ponta Delgada, S?o Miguel island. Participants included teachers from California, New Jersey, New York, Massachusetts and Rhode Island.

In its second edition, the program was co-sponsored by the Luso-American Development Foundation (FLAD), the Instituto Cam?es and the Regional Government of the Azores, through its Dire??o Regional das Comunidades (DRC), in collaboration with the University of the Azores and the Association of Teachers of Portuguese in the United States and Canada (APEEUC).

According to Antonio Oliveira, one of the coordinators of Instituto Cam?es in the United States, the goal of the program is to provide teachers with the professional development they need to teach Portuguese language and culture at all levels, throughout the country. Oliveira estimates that currently over 40 thousand students are enrolled at all levels in Portuguese language classes in the United States.

?Portuguese has become an important language for international communication. ?In the Americas, Portuguese stands out as the third most spoken European language. In the United States the interest in learning Portuguese continues to grow and we feel the need to give adequate response to this demand. There is also the need to recognize its status as a global language. Portuguese is spoken in the seven countries that form the Lusophone world, a cultural and linguistic universe which has become a significant market with endless opportunities in the coming decades. So, these programs are very important because they provide teachers with the adequate pedagogical tools they need to teach Portuguese in a world of new realities? said Oliveira.

Organized by Professor Gra?a Castanho of the University of the Azores, the program included a curricular section aimed to improving teachers? competencies and a cultural section to acquaint teachers with the culture and traditions of the Azores. The program integrated various multidisciplinary workshops, visits to public and private institutions including museums, libraries, meetings with educators, artists and writers, and a cultural immersion program of field visits.

?For over 100 years, the Azores have provided teachers of Portuguese for schools in the United States; therefore, it is relevant that these professional development programs take place in the University of the Azores,? Professor Castanho said. ?According to her, the programs continue to have great acceptance in the United States where teachers and classrooms are becoming more diverse and yet a large number of students still have roots in the Azores. ?We believe this is the best way to keep the Azores as a cultural reference not only in the Portuguese language classrooms in the United States but also in the context of the Lusophone world,? she said.

Francisca Silvia Lima, originally from Brazil, teaches Portuguese at the International Charter School, in Pawtucket, Rhode Island, where many of her students have roots in the Azores. She believes the program offered her the opportunity to learn more about the Azorean culture, which, she said, will greatly enhance her teaching.

For Vanja Rangel Cavalcanti, a native of Rio de Janeiro, Brazil, teaching Portuguese in Manin, California, the program provided her with the opportunity to experience the Portuguese language and culture from a different perspective in a different context.? ?I really appreciated the academic aspect of the program and everything else. I absolutely adored being here,? she said.

Stephanie Silva, teaches at the Icahn Charter School 3, Bronx, New York, NY. For her, this was a professional trip which provided her with new tools to better teach Portuguese. ?Being here opened my eyes to more opportunities. Not just to teach the language but to teach culture, traditions, and nature. It has made me want to learn more and explore more. If I am given the opportunity to return or complete another professional trip, I will,? she said.

Alice Pimentel Almeida has been teaching English as a Second language, Spanish and Special Education in the New York City public education system for 22 years. She also teaches Portuguese at the D. Nuno Alvares Pereira School, the local Portuguese heritage language school. For her the program expanded her knowledge about teaching the Portuguese language and culture focusing on the Azorean culture and traditions. ?I am very thankful to Professor Gra?a Castanho and all those involved with this program. This was an unforgettable experience,? she said.

For Jacqueline Mary da Cunha Lopes, from Brazil, a teacher of Portuguese and a doctoral student at the University of Wisconsin, the program has enhanced her professional experience from which her students will also benefit. ?I congratulate the promoters and organizers of this program and offer my gratitude to the University of the Azores and its faculty. I am sure my colleagues and students at the University of Wisconsin will benefit greatly from my experience here,? she said.

Originally from Brazil, Raquel Amorim teaches at Northwestern University where she has noticed that more students are enrolling Portuguese language classes. ?Increasingly students in the areas of businesses and international relations are learning Portuguese as a foreign language because of their awareness that the language opens up new opportunities for them to work in a globalized economy,? she said.

Stephanie Maria Francisco is a Portuguese-American, teaching Bilingual Elementary Education at Ann Street School, in Newark, New Jersey. She also teaches Portuguese at the local Union Portuguese Language School. She attended a Portuguese heritage language school and studied in Portugal at the University of Coimbra. ?Being a product of a Portuguese heritage school myself, my own accomplishments often serve as an example for my students today. Professional development opportunities such as this are fundamental in helping teachers to continue to learn new methodologies. I also hope to share with my students the cultural experiences I had in this paradise that is the Azores,? she said.

Other participants include Helena Maria Gon?alves, Vivian Prudente Rodrigues, Maria Cristina Barreto Costa, Vilma Aparecida de Oliveira Pecci, Silvana Nascimento Silva, Edneuza Farias, and Raquel Martins Rosa.

Limited to 20 participants, the program is administered and certified by the University of the Azores and qualifies participants to receive PDPs through Lesley University.? Teachers of Portuguese language and culture at the elementary, secondary and university levels in United States are encouraged to apply next year. Costs are estimated at about US$4,000 per participant to include fees, flights, accommodation, meals and local transport. Scholarships are available to selected applicants through the Luso-American Development Foundation (FLAD).

Perseid meteor shower: Beloved by skywatchers, 2013 will be an excellent one for the Perseid meteor shower. The moon will set before midnight on the peak Perseids nights.

For Northern Hemisphere observers, the latter half of July on into August is usually regarded as "meteor viewing season," with one of the best displays of the year reaching its peak in mid-August.

The annual Perseid meteor shower is beloved by everyone from meteor enthusiasts to summer campers, and 2013 will be an excellent one for the Perseids. The moon will set before midnight on the peak nights of Aug. 11 and 12, meaning dark skies for prospective observers. [See Amazing Perseid Meteor Shower Photos of 2012]

This week, however, let's concentrate on some of the lesser-known summer meteor displays.?

In general, Earth encounters richer meteoric activity during the second half of the year, and stargazers are more likely to see twice as many meteors per hour in the predawn hours as compared with the evening hours. During the premidnight hours, the United States is on the "trailing" side of the Earth due to our orbital motion through space. Any meteoric particle generally must have an orbital velocity greater than that of the Earth to "catch" the planet.

After midnight, when the United States is ?turned onto the Earth's "leading" side, any particle that lies along the Earth's orbital path will enter the planet's atmosphere as a meteor.? As such, objects collide with the atmosphere at speeds of 7 to 45 miles per second (11 to 17.7 kilometers per second), their energy of motion rapidly dissipates in the form of heat, light, and ionization, creating short-lived streaks of light popularly referred to as "shooting stars."

Summertime meteors, occasionally flitting across your line of sight, are especially noticeable between mid-July and the third week of August. Between Aug. 3 and 15, there are no fewer than six different active minor displays. These six meteor showers are listed in the table below.

The actual number of meteors a single observer can see in an hour depends strongly on sky conditions, but the only equipment you'll need to see them are your eyes and a modest amount of patience.

The rates given in the table are based on a limited star magnitude of +6.5 (considered to be the faintest star visible to the naked eye without the use of binoculars or a telescope), an experienced observer, and an assumption that the radiant is directly overhead.

The radiant is the place in the sky where the paths of meteors, if extended backward, would intersect when plotted on a star chart.? Your clenched fist held at arm's length is equal to roughly 10 degrees on the sky.? So if the radiant is 30 degrees ("three-fists") above the horizon, the hourly rate is halved; at 15 degrees, it is one-third.

While the hourly rates from these other meteor streams provide but a fraction of the numbers produced by the Perseids, combined, overall they provide a wide variety of meteors of differing colors, speeds and trajectories.?

Golf-Mahan's priceless moment might have cost $1 million

OAKVILLE, Ontario, July 27 (Reuters) - Hunter Mahan turned his back on potential million dollar pay day walking away from a two-shot lead at the Canadian Open on Saturday to return home for the birth of his first child.

Athletes in North America's big four professional sports leagues are routinely granted time off to attend the birth of a child and never miss a pay cheque.

Even Britain's Prince William was given leave from his military duties to be with his wife Katherine when she gave birth to their first child earlier this week.

Mahan's decision, however, to rush home to be with his wife Kandi, who suddenly went into labor, could have come with a considerable price tag with the winner's cheque worth $1 million.

"The birth of a child is an unforgettable experience," said world number six Matt Kuchar, who will start Sunday's final round just two shots back of leader Brandt Snedeker. "It just happens only maybe once in a lifetime.

"It's something that's special, something that's completely magical and unforgettable.

"I hope with the early birth everything is safe and everybody is well.

"I think Hunter has got to make sure he takes care of his family. That's first and foremost."

Mahan's fellow golfers explained that Mahan was caught a bit off guard by his wife's call with her due date not expected until mid-August.

"I think we were all surprised," said Kuchar. "I talked to Hunter just two days ago. He said that I think the due date was weekend of Greensboro (Aug. 15-18).

"So it's quite early."

After carding an opening round 67 followed by a sparkling eight-under 64 on Friday, Mahan surged two shots clear at the top of the leaderboard and in pole position to finally cash in on his good form and collect his first win of the season.

While one of the tournaments marquee names will be missing from Sunday's final round, the Canadian Open is set for an exciting final round with several players moving into contention in Mahan's absence.

"Hopefully everything goes all right, I know it's one of those situations where you probably wouldn't expect him to have to leave," said Dustin Johnson, who fired a sizzling nine-under 63 to sit just three off the pace.

"But sometimes that's just how it works.

"He's playing really well right now but things happen and obviously I'm in a good position for going into tomorrow." (Editing by Greg Stutchbury)

Bride, best man missing in boat crash on Hudson River; one body found

One body has been found in the water after a bride-to-be and a best man went missing when a boat crashed into a barge on the Hudson River on Friday night, officials said.

Four other people remained in the hospital Saturday while investigators continued their search, NBC New York reported.

A woman's body was discovered adrift and without a life jacket not far south of the bridge, Rockland County Undersheriff Robert Van Cura said as a press conference on Saturday.?Police will continue searching for a missing male body.

The Coast Guard said six people?were on a 21-foot Stingray near Piermont, N.Y., when it hit the barge at around 10:40 p.m. local time on Friday evening in the vicinity of the Tappan Zee Bridge.

The accident happened shortly after the boat left Piermont for a short trip across the river to Tarrytown, Rockland County Sheriff's Department Chief William Barbera said at a news conference on Saturday morning, according to the Associated Press.


"While the Rockland County Sheriff, N.Y. State Police and U.S. Coast Guard continue to investigate this tragic incident, the New York State Thruway Authority is conducting its own review of safety procedures on the Hudson River as part of the New NY Bridge Project,? said Brian Conybeare, special advisor to the governor, in a statement.

The woman, identified by family members as Lindsey Stewart, 30, was to get married on Aug. 10, and the man, identified as Mark Lennon, was supposed to be the best man in the wedding, relatives told NBC New York.

?Our thoughts and prayers are with the victims and their families during this difficult time," Conybeare added.

Groom-to-be?Brian Bond, 36, is among the four injured passengers, who were described as suffering severe injuries, including head trauma and broken bones. Bond is in ?fair? condition at Westchester Medical Center, according to spokesman David Billing.?

Some of those?injured are awake and providing information to investigators. Bond, however, is currently unable to speak due to his injuries, Walter Kosik, the bride?s stepfather told NBC New York.

Police said that while it would have been dark in the area at the time of the crash, the barge was lit up.

"At this point, Tappan Zee Constructors, LLC, has reported to the Thruway Authority that all Coast Guard lighting requirements were met and that the barges were properly lit Friday night. All lighting was checked Saturday morning and is fully operational at all barge locations associated with the project,? Conybeare said in the statement.

Yasiel Puig homers in 11th, Dodgers beat Reds 1-0

LOS ANGELES (AP) ? Yasiel Puig homered with two outs in the 11th inning to give the Los Angeles Dodgers a 1-0 victory over the Cincinnati Reds on Sunday.

Cincinnati pitchers set a franchise record with 20 strikeouts. Puig, Adrian Gonzalez, Hanley Ramirez and Tim Federowicz each fanned three times as the Dodgers established their highest single-game total for strikeouts since the franchise moved from Brooklyn to Los Angeles following the 1957 season.

Puig drove an 0-1 pitch deep into the left-field pavilion against rookie Curtis Partch (0-1) for his 10th homer and 23rd RBI in 48 big league games. The excitable rookie circled the bases and slid into home plate, where teammates were waiting for him.

The NL West leaders won for the 26th time in 32 games and extended their lead to 2? games over the Arizona Diamondbacks, who lost 1-0 to San Diego.

Brandon League (6-3) pitched two hitless innings for the win.

Puig's first game-ending homer in the major leagues came after the Dodgers were held to one hit by Tony Cingrani through the first seven innings.

Cingrani, facing a lineup missing leadoff hitter Carl Crawford for the second straight day because of a high temperature, tied a career high with 11 strikeouts in his 12th big league start before he was lifted for a pinch-hitter.

The only hit against the 24-year-old left-hander was a two-out single through the box in the third inning by Dodgers pitcher Chris Capuano ? his first hit of the season. Mark Ellis followed with a towering drive toward the left-field corner that Chris Heisey caught right in front of the short fence.

Los Angeles didn't get another baserunner until Puig walked on a full count leading off the seventh, but the rookie was picked off first base with Gonzalez ? the team's RBI leader ? at the plate.

Capuano held the Reds to three hits over 6 2-3 innings. The left-hander retired 15 of his first 16 batters, less than 24 hours after teammate Hyun-Jin Ryu pitched two-hit ball over seven innings and retired his final 13 in a 4-1 victory.

Joey Votto's two-out single in the first was Cincinnati's only hit until Devin Mesoraco snapped a string of 13 straight Cincinnati outs with a leadoff double in the sixth. Mesoraco advanced to third on Cingrani's sacrifice bunt, and Reds manager Dusty Baker put on a suicide squeeze with Derrick Robinson at the plate.

Mesoraco had to return to third after the rookie fouled off an 0-1 pitch, and was retired in a rundown after Robinson grounded out to third baseman Juan Uribe with the infield playing in.

The Reds wasted another leadoff double in the seventh by Votto.

Galaxy Note 8.0: Still the best small tablet

When the Samsung Galaxy Note 8.0 arrived a couple of months ago the value over the iPad mini was readily apparent. In addition to rivaling the size of the super-thin little iPad, the Note 8.0 has two features the former lacks. After two months of heavy use of the Galaxy Note 8.0, the value of the tablet is still very good.

Google recently launched the new Nexus 7, a nice tablet at a decent price. The refreshed model has good hardware running the newest version of the Android OS. While the new Nexus 7 is a solid entry into the tablet space, it doesn't have anything to knock the Note 8.0 off its high pedestal.

While the hardware inside the Note 8.0 isn't as fast as that in the Nexus 7, pefrormance of the former is very snappy. The processor in the Note is more than enough to handle anything you need to do on the tablet. Scrolling is smooth, video plays well, and it handles multitasking with ease.

Google launched Android 4.3 with the Nexus 7, an advantage over the Note 8.0. Even so, Android 4.1 which is used on the Note 8.0 has been modified by Samsung to provide unique functionality. The multiview feature that allows running two apps side-by-side on the display (see image above), is a powerful feature. It makes it possible to keep an eye on a running app on the left while working in another app displaying on the right pane.

Smart stay is another feature that uses the front camera to check if the user is looking at the screen. As long as it "sees" the user looking it prevents the display from dimming and shutting off. This feature is available on certain Samsung smartphones, too and is one of the best utilities on mobile devices.

The Note 8.0 has something not found on other small tablets, the S Pen. Taking handwritten notes on the fly is a great feature. Samsung has included special apps to leverage using the pen. These include a note app and a planner app that make using the pen a nice benefit over the competition.

The pen can be used to write in any app due to special support by Samsung. Anywhere you can use the onscreen keyboard in Android you can use the pen to write text instead.

BEVERLY HILLS, Calif. (AP) ? Meghan McCain is getting her own show on a new TV network targeting the generation of Americans known as millennials.

"Raising McCain" will debut on Pivot, a general entertainment network that launches Aug. 1. It's described as a documentary-talk series for viewers ages 15 to 34. McCain will star and serve as executive producer.

The 28-year-old author and blogger told the Television Critics Association on Friday that the show lets her "be crazy, be myself and talk about issues."

"I came to Pivot because I think there has to be some sort of middle ground between the Kardashians and C-SPAN," McCain said. "I want to give people information but not talk down to them. I am so excited. This is the best thing I've ever done."

McCain said her 76-year-old father, Republican Sen. John McCain, has already seen a highlight reel of her show.

"We have had conflicts many times. He did not love when I worked at MSNBC," she said. "He has really been a great champion of this show and believing that young people want more substance."

The younger McCain, who is also a Republican, calls her generation the most politically engaged.

"I believe in more than this country is being given in news and entertainment," she said.

Seven killed, including gunman, in Florida shootout; 2 hostages rescued

SWAT officers shot and killed a gunman early Saturday after he killed 6 people, ending an hours-long standoff near Miami, Fla., police said.

Two people were rescued alive and unharmed from an apartment building where they were being held hostage, Hialeah police spokesman Sgt. Eddie Rodriguez told NBC News.

The SWAT team found the gunman barricaded on the fourth floor of the building, where they killed him and saved the two hostages.

The building manager and her husband were found dead in a hallway and three others, two females and one male, were found in one of the apartments, Rodriguez said. Another man was found dead in the lobby of a building across the street.

"This is one of the worst shootings we've probably had ever in Hialeah," police spokesman Carl Zogby?told NBC Miami.

Police first responded to a 911 call at 6:30 p.m. ET Friday. They evacuated the apartment complex and shut down several surrounding streets.

Negotiators were talking to the gunman before the shootout and police sent a robot onto the scene.

Police were investigating the motive and were still identifying those who were killed.

Twitter Rape Row: Abuse At ?10 Note Campaigner

Twitter has become embroiled in a rape row after the woman who headed the campaign for a female figure on banknotes was subjected to vile sexual threats on the microblogging site.

Caroline Criado-Perez received rape threats on Twitter nearly every minute in the 48 hours after the new Jane Austen ?10 note was unveiled.

Ms Criado-Perez, co-founder of the Women's Room, an online database of female experts, has highlighted the abuse on her Twitter account and blog by posting a number of the messages.

It has sparked a campaign for Twitter to install a 'report abuse' button on every post.

One supporter, Norfolk woman Kim Graham, has started an online petition which, by Saturday afternoon, had garnered support from over 12,000 people.

Writing on the petition Ms Graham said: "We need Twitter to recognise that it's current reporting system is below required standards. It currently requires users to search for details on how to report someone for abuse; a feature that should be available on each user's page."

A movement has been started under the Twitter hashtag #takebacktwitter, which includes some MPs and women journalists and calls on the social networking site to take action.

Writing in the New Statesman, Ms Criado-Perez said: "The rape threats started on Thursday, and have continued for the past forty-eight hours. And this experience is by no means unique to me.

"Amid the abuse, I have received countless messages from women telling me of their experiences.

"The head of WHO called violence against women a 'global health problem of epidemic proportions'; she should take a look at twitter, where we have our own nasty little epidemic: an epidemic of misogynistic men who feel so threatened by any woman speaking up, that they feel they must immediately silence her with a threat of sexual violence."

She said that when supporters started posting messages to Twitter's manager of News and Journalism, Mark S?Luckie, about the rape threats, he locked his account.?

She said she was getting 50 rape threats every hour.

However, Tony Wang, general manager of Twitter in the UK, posted a series of messages on Saturday which appeared to be in response to the row.

His Tweets included: "We take abuse seriously and will investigate reports made via support.twitter.com/forms. For more info, see support.twitter.com."

And: "Also, we're testing ways to simplify reporting, e.g. within a Tweet by using the "Report Tweet" button in our iPhone app and on mobile web.

And: "We will suspend accounts that, once reported to us, are found to be in breach of our rules."

But Ms Criado-Perez pointed out that the report process was too lengthy for someone who had been subjected to a "tidal wave of abuse".

Stella Creasy, the Labour MP for Walthamstow, is one of those supporting Ms Criado Perez.

"What Caroline has had to deal with in the past day is not only disgusting, but criminal," she said.

"A quick look at Twitter this morning shows that women are not prepared to stand by and take this kind of abuse.

"Twitter needs to get its house in order, and fast."

Labour MP for Hackney Diane Abbott wrote on Twitter: "Shocked at the abuse @CCriadoPerez has had to put up with. Almost as shocked that @marksluckie refuses to do anything about it."

The Sunday Times columnist India Knight posted a tweet saying: "If you have concerns about the grotesque abuse directed at @CCriadoPerez, @TonyW is the general manager of UK Twitter."

While The Times journalist Caitlin Moran pointed out: "For those who say "Why complain - just block?" - on a big troll day, it can be 50 violent/rape messages an hour. exhausting and upsetting."

A spokesman from the Metropolitan Police confirmed to Sky News that officers in Camden had received "an allegation regarding comments made on a social networking site", reported on Thursday 25 July.

Inquires are continuing and no arrests have yet been made, he said.?

Vectren Agrees to Partnership with Indiana's Online University

Vectren employees can now receive their bachelor's or master's degrees online. The company has signed a partnership with the state's online university, WGU Indiana.

The partnership allows Vectren employees to receive a five percent tuition discount. Tuition at WGU Indiana is about $6,000 per year.

The online university was established in 2010 and expands access to higher education for Indiana residents.

Bynes' parents 'deeply concerned' for actress

OXNARD, Calif. (AP) ? Amanda Bynes' parents are deeply concerned that their daughter may hurt herself or others unless they are allowed to assume control over her medical care and finances, court filings show.

The petition Richard and Lynn Bynes filed Friday not only detail her public incidents of disturbing behavior, including several arrests, but also reveal that the former child star has stated fears that she is being watched by smoke detectors and devices in the dashboard of her car.

Ventura County Superior Court Judge Glen M. Reiser delayed ruling on the conservatorship petition, stating that there was no rush to act because the actress is under a two-week psychiatric hold at a hospital.

Reiser scheduled a hearing on the issue Aug. 9 and said he also wants to meet one-on-one with Bynes before making a decision.

"We are deeply concerned that Amanda poses a substantial risk to herself, to others, and to property based on recent events in her life," the filing from Bynes' parents states. It cites numerous instances of increasingly bizarre behavior by their 27-year-old daughter in the past year.

Bynes was put under the psychiatric hold Monday after authorities said she set a fire on the driveway of a home in the Los Angeles suburb of Thousand Oaks, where she grew up.

Her parents learned she had returned to California from New York City two days before the incident. Their daughter told them she "cabbed it" but they say they do not know how she actually traveled cross-country or where she has been staying.

"We believe she is essentially homeless," the filing states.

In May, Bynes was arrested in New York for allegedly throwing a marijuana bong out the window of her 36th-floor Manhattan apartment. Police had come to the building to investigate a complaint that she had been smoking marijuana in the lobby.

Last year, Bynes was charged in Los Angeles with driving on a suspended license. The license had been suspended after she was charged with driving under the influence and misdemeanor hit-and-run.

Before moving to New York, Bynes "was extremely paranoid about being 'watched,'" the filing states. "She would cover smoke alarms with towels, tape windows shut, and cover her car's dashboard with cardboard and tape out of fear that cameras were watching her from inside these places."

Bynes, who was 13 when she landed her own hit variety program, "The Amanda Show" on the Nickelodeon cable network, went on to star in the TV series "What I Like About You" and several movies, including "What a Girl Wants," ''Hairspray" and "She's the Man."

She has publicly stated that has retired from acting. Her last film credit was 2010's "Easy A," which starred Emma Stone.

Bynes amassed $4 million in savings but has spent $1.2 million in a short amount of time, her parents' petition states. They state they suspect some of the money has been spent on drugs and plastic surgery, citing bills they have received from doctors and large payments their daughter has made to people they don't know.

"Amanda has profound issues with her body image and is obsessed with the idea that she (and others) are 'ugly,'" the petition states, adding that some of the statements have been made about members of her own family.

"She talks incessantly about cosmetic surgeries that she wants to have completed," the filings state. "We are concerned that the surgeries she wants to have are dangerous and detrimental to her health."

5 charged in 'largest hacking and data breach scheme' bust in US

Four Russian nationals and a Ukrainian have been charged with running a sophisticated hacking organization that over seven years penetrated computer networks of more than a dozen major American and international corporations, stealing and selling at least 160 million credit and debit card numbers, resulting in losses of hundreds of millions of dollars.

Indictments were announced Thursday in Newark, where U.S. Attorney Paul Fishman called the case the largest hacking and data breach scheme ever prosecuted in the United States.

The victims in a scheme that allegedly ran from 2005 until last year included the electronic stock exchange Nasdaq; 7-Eleven Inc.; JCPenney Co.; the New England supermarket chain Hannaford Brothers Co.; JetBlue; Heartland Payment Systems Inc., one of the world's largest credit and debit processing companies, French retailer Carrefour S.A., and the Belgium bank Dexia Bank Belgium.

The indictment says the suspects sent each other instant messages as they took control of the corporate data, telling each other, for instance: "NASDAQ is owned." At least one man told others that he used Google news alerts to learn whether his hacks had been discovered, according to the court filing.

The defendants were identified as Russians Vladimir Drinkman, Aleksander Kalinin, Roman Kotov and Dmitriy Smilianets, and Ukrainian Mikhail Rytikov. Authorities say one suspect is in the Netherlands and another is due to appear in U.S. District Court in New Jersey next week. The whereabouts of the three others were not immediately clear.

The prosecution builds on a case that resulted in a 20-year prison sentence in 2010 for Albert Gonzalez of Miami, who often used the screen name "soupnazi" and is identified in the new complaint as an unindicted co-conspirator. Other unindicted co-conspirators were also named.

Prosecutors identified Drinkman and Kalinin as "sophisticated" hackers who specialized in penetrating the computer networks of multinational corporations, financial institutions and payment processors.

Kotov's specialty was harvesting data from the networks after they had been penetrated, and Rytikov provided anonymous web-hosting services that were used to hack into computer networks and covertly remove data, the indictment said.

Smilianets was the information salesman, the government said.

All five are charged with taking part in a computer hacking conspiracy and conspiracy to commit wire fraud. The four Russian nationals are also charged with multiple counts of unauthorized computer access and wire fraud.

The individuals who purchased the credit and debit card numbers and associated data from the hacking organization resold them through online forums or directly to others known as "cashers," the indictment said. According to the indictment, U.S. credit card numbers sold for about $10 each; Canadian numbers were $15 and European ones $50.

The data was stored on computer servers all over the world, including in New Jersey, Pennsylvania, California, Illinois, Latvia, the Netherlands, Bahamas, Ukraine, Panama and Germany.

The cashers would encode the information onto the magnetic strips of blank plastic cards and cash out the value, by either withdrawing money from ATMs in the case of debit cards, or running up charges and purchasing goods in the case of credit cards.

Former Boston bar owner, 'money man': Bulger 'wasn't a guy to fool with'

A former Boston bar owner who pleaded guilty in 2004 to working with James ?Whitey? Bulger said he kept the no-show gangster on the payroll because he ?wasn?t a guy to fool with.?

Kevin O?Neil, 64, said in federal court on Thursday that he ?didn?t think it was smart? to not pay Bulger, the Boston Globe reported. O?Neil used to own the Triple O?s bar, which was frequented by Bulger and his Winter Hill Gang.

O'Neil spent a year in jail for his association with Bulger. Thursday was the first time he has testified publicly against the former South Boston gangster, on trial for racketeering and 19 murders.

O'Neil said he continued to make payments to Bulger's account for three years, even after Bulger went on the run, eluding authorities for 16 years before his arrest in 2011.

Asked why, O'Neil said, ?I thought he was coming back."

Also on Friday, an ex-henchman who says he spent most of two decades with the aging Bulger, used some of his last of six days on the stand to gripe about his jailhouse grub.

Stephen ?The Rifleman? Flemmi, who confessed to 10 murders a decade ago and is set to spend the rest of his life in prison, got heated when Bulger?s defense team said he was kept in ?The Club Med of Prisons.?

?If I gave that food to my dog, he?d bite me,? Flemmi said when Bulger?s attorneys asked about the dining options in prison.

The offerings at a prison Fourth of July cookout were not up to par for the confessed killer, either.

?You know something, the hotdogs were burnt, the hamburgers were burnt,? Flemmi said.

Flemmi?s testimony on Thursday capped nearly a week on the stand during which he described in gruesome detail a life of crime spent in Bulger?s company as leaders of the Winter Hill Gang.

His testimony made Bulger out as a man who strangled two women with his bare hands, including Flemmi?s girlfriend, and divulged gangland details to crooked FBI agent John Connolly ? all anathema to Bulger?s supposed Irish gangster ethic.

On Tuesday, Flemmi accused Bulger of taking a 16-year-old lover on a trip to Mexico while being questioned about his own sexual relationship with Deborah Hussey.

?You want to talk about pedophilia, right over there at that table,? Flemmi said as he pointed at Bulger, according to the Boston Globe.

The defense team has picked apart the accounts of murders Flemmi says he carried out with Bulger, causing the Rifleman to admit that some of his statements have had inconsistencies over numerous tellings.

?Why are your facts about what happened changing?? Bulger lawyer Hank Brennan asked on Wednesday, according to the Globe.

?I was present on all those occasions,? Flemmi responded.

Flemmi?s dramatic testimony wound down on Thursday as a funeral was held for Stephen ?Stippo? Rakes, a would-be witness who was cut from the prosecution?s list before his body was found on the side of the road in a Boston suburb. Authorities have said an autopsy failed to reveal the cause of Rakes? death, and are awaiting the results of a toxicology report.

His funeral was due to take place at a South Boston funeral home on Thursday morning, the Boston Herald reported.

Rakes, 59, had recounted many times over the years how an armed Bulger, along with Flemmi and accomplice Kevin Weeks, allegedly forced him to hand over his liquor store at a fire sale price in 1984.
