Refinancing without 4506T verification. - Zillow Mortgage Advice

Just because...can any lenders tell me whether or not the following thought is correct, partially correct, or out-in-left-field?

Is one of the reasons why many?lenders use the tax return to verify income because the USG plays a big role in the secondary?mortgage market.

If I'm out-in-left-field, then why is the tax return the defacto method of verifying income? Or, is it just easier to use the tax return, which is filed under the threat of legal penalties for falsification, than to expend the effort to independently verify incomes.

Grazi. I don't mind being wrong, I'd just rather not stay that way.
